Thank you to everyone who attended the Annual Meeting of the WWMD Riparian Owners on Saturday, September 28. A special thank you to the board and volunteers for all the work they put into the meeting. A summary of the meeting will posted soon.

Voting at the Annual Meeting

The District has updated its voting policy for our Annual and Special Meetings to clarify and answer the many questions we receive each year on voting. The rules for voting are based on state law and cannot be changed by us. The entire policy has been vetted and approved by our lawyer for compliance with state law.

Summary of Who Can Vote

U.S. citizens age 18 or older who are owners of property in the District, electors who reside within the District or an authorized representative of a trust, foundation, corporation, association or organization that owns real property in the District may vote.

  • All voters need a government ID as proof of identity to register to vote.
  • Only property owners will appear on the voter list (tax roll).
  • Voters not on the voter list (tax roll) will be required to self-certify.
  • Residents of the District, including renters and children over the age of 18, may vote. Renters should bring proof of residence in the form of a utility bill or a rental agreement if their ID does not show their residence is in the district.
  • Each property owner (whether individual or entity) is allowed one vote regardless of the number of properties owned within the District.
  • Eligible voters may only vote once as a resident or a property owner, but they may also vote as on behalf of a trust, foundation, corporation, association or organization that owns property in the District.
  • An authorized representative of a trust, foundation, corporation, association or organization that owns real property in the District may vote. Bring a letter on the organization’s letterhead or resolution of the governing board of the entity authorizing them to vote on the entity’s behalf.
  • Properties held in trust are entitled to one vote by a person named as trustee, provided they bring documentation naming them as trustee. Only one trustee of a trust may vote.
  • Per Wisconsin Statutes §§ 33.30(2)(b) and 33.305(4), No absentee ballots or proxies are permitted.

Check-in Procedure

This is very much like voting in a general election. Come to the cafeteria outside of the high school’s auditorium.

  1. There are three lines, A-K and L-Z by last name, and a registration table.
  2. Property owners whose name appears on the tax roll (on the tax bill) should go to the appropriate A-K/L-Z line for check-in.
    • Present your government issued ID.
    • The poll worker will find your name on the list and you will be asked to sign in the space next to your name.
    • If your name is not on the list, then you will be asked to self-certify. The self-certification form will be available at registration or you can print it and fill it out before the meeting and bring it with you.
    • You will be issued a meeting packet.
  3. Renters, electors, authorized representatives and owners who know that their name does not appear on the tax roll, should go to the registration table to self-certify.
    • Fill out the self-certification form. You can print the form and fill it out before the meeting and bring it with you. The form will also be available at registration.
    • Present your government issued ID and self-certification form.
    • You will be issued a meeting packet.

ELECTION FRAUD IS A FELONY

Section 12.13 of the Wisconsin Statutes (elector fraud) prohibits any person from voting at annual or special meetings of WWMD unless the person meets statutory requirements as an owner of property in the District, as an elector who resides within the District or as an authorized representative of a trust, foundation, corporation, association or organization that owns real property in the District.
